Marketing Report of Barangay Hibulangan, Villaba, Leyte

EXCUTIVE SUMMARY

This marketing report provides a comprehensive analysis of the marketing landscape in a rural community of Hibulangan, one of the 35 barangays of Villaba, Leyte, with 5 sitios: Paril 1 and 2, Curvada, Riverside, and Tagaytay. The report focuses on the existing businesses, predominantly 20 Sari-Sari stores, rice and vegetable farming, and the predominant occupation of 75% of the residents as farmers. The objective of this report is to assess the current marketing environment, identify key market opportunities, understand the target audience, propose effective marketing strategies, and foster community engagement.

Through interviews conducted with 10 business owners, including 5 Sari-Sari store owners, 1 Rice Mill owner, and 4 farmers, valuable insights have been gathered. It was found that business performance in Hibulangan is highly influenced by the harvesting seasons, occurring from March to April and October to November. During these periods, economic activities are vibrant due to the residents' increased income from agricultural harvests. However, non-harvesting seasons present significant challenges, with farmers resorting to loans and credits with high interest rates to fund their farming activities.

One notable finding is the absence of government assistance and programs specifically tailored to support farming activities and uplift the community's economic condition. This lack of support leaves farmers without access to cash assistance, necessary farm equipment, or sustainable farming practices. Consequently, the planting seasons become a cycle of loans and credit, with the harvest season dedicated to repaying debts, resulting in a struggle to escape the poverty lifestyle.

Based on these findings, several recommendations are proposed. It is crucial for the government to implement targeted assistance programs, providing cash assistance during non-harvesting seasons and offering support in the form of farm equipment and machinery. Financial literacy and microfinance initiatives can educate farmers about responsible borrowing and financial management, reducing reliance on high-interest loans. Diversification of economic activities beyond agriculture can mitigate the risks associated with seasonal variations and create alternative income streams. Collaborations with nearby communities and organizations can stimulate market development and foster economic growth.

Furthermore, community empowerment and capacity building through training programs will enhance the skills and capabilities of residents, promoting sustainable development and reducing dependency on subsistence farming.

Implementing these recommendations will help overcome the identified challenges, promote sustainable economic development, and improve the quality of life for residents in Hibulangan.

In conclusion, this marketing report serves as a valuable resource for businesses, stakeholders, and policymakers in navigating the unique marketing landscape of Hibulangan. By addressing the specific challenges faced by the community and implementing the recommended strategies, businesses can thrive, residents can escape the poverty cycle, and Hibulangan can witness sustained growth and development.

IV.          RESULTS AND DISCUSSION

Based on interviews conducted with 10 out of 20 business owners in Hibulangan, including 5 Sari-Sari store owners, 1 Rice Mill owner, and 4 farmers, the following results and findings have emerged:

Seasonal Variation in Business Performance: Business owners reported that their businesses experience a significant boost in revenue during the harvesting seasons, which typically occur from March to April and October to November. During these months, there is a higher level of economic activity in the community as residents have income from agricultural harvests. This increased purchasing power positively impacts local businesses, leading to improved business performance.

Economic Challenges during Non-Harvesting Seasons: Business owners highlighted that outside the harvesting seasons, particularly during planting periods, economic activities tend to be relatively low. Farmers, in particular, face financial difficulties during this time. Many farmers engage in loans and credit with high interest rates to secure funds for their farming activities. This reliance on loans exacerbates the financial burden on the farmers, as they struggle to repay debts during the subsequent harvest seasons.

Lack of Government Assistance: The interviews revealed a lack of cash assistance or specific government programs designed to support farming activities and uplift the community's overall economic condition. This absence of government support limits the resources available to farmers for cultivating the land and acquiring necessary farm equipment. Consequently, farmers are forced to rely on loans and credits, perpetuating a cycle of debt and hindering their ability to escape poverty.

Poverty and the Debt Cycle: The findings suggest that the loan and credit system prevalent among farmers in Hibulangan perpetuates a cycle of poverty. The funds obtained through loans are primarily used for farming inputs and operational expenses, leading to debt accumulation. The subsequent harvest season then becomes focused on repaying these debts, leaving little room for farmers to improve their living conditions or invest in long-term development.

V.           RECOMMENDATION

Based on the results and findings gathered from the interviews with business owners in Hibulangan, the following recommendation is proposed to address the identified challenges and promote sustainable economic development:

Government Support and Programs: It is crucial for the government to implement targeted assistance programs aimed at supporting farming activities in Hibulangan. This could include providing cash assistance during non-harvesting seasons to alleviate the financial burden on farmers and enable them to invest in their farms. Additionally, the government should prioritize the provision of farm equipment and machinery, facilitating improved productivity and reducing reliance on high-interest loans. By offering comprehensive support, the government can help break the cycle of debt and empower farmers to sustainably cultivate their land.

Financial Literacy and Microfinance Initiatives: Implementing financial literacy programs and microfinance initiatives can help educate farmers and business owners in Hibulangan about responsible borrowing, investment, and financial management. By equipping them with the necessary knowledge and skills, individuals can make informed decisions regarding loans, credits, and investment opportunities. Partnering with microfinance institutions can also provide access to affordable credit options, reducing the reliance on predatory lending practices and offering more favorable terms for farmers and entrepreneurs.

Diversification of Economic Activities: Encouraging diversification beyond agriculture can help mitigate the risks associated with seasonal variations in business performance. Business owners in Hibulangan can explore alternative income streams such as eco-tourism, handicraft production, or small-scale processing industries. By diversifying their offerings, they can generate income throughout the year and reduce dependency on agricultural cycles. The government and local organizations can support these initiatives through training programs, infrastructure development, and marketing assistance.

Market Development and Collaboration: Stimulating market development is essential for businesses in Hibulangan to thrive. Establishing collaborations with nearby communities, organizations, and businesses can create synergies, expand customer reach, and foster economic growth. This can include joint marketing initiatives, cooperative purchasing arrangements, and the formation of business networks. Encouraging entrepreneurship and supporting the growth of small and medium-sized enterprises (SMEs) will also contribute to the overall economic vitality of the community.

Community Empowerment and Capacity Building: To uplift the community as a whole, efforts should be made to empower residents and enhance their skills and capabilities. Providing training programs on modern farming techniques, business management, and marketing can equip farmers and business owners with the knowledge and skills needed to succeed in a competitive market. Additionally, promoting education and vocational training opportunities can create pathways to alternative livelihoods and reduce the reliance on subsistence farming.

By implementing these recommendations, businesses in Hibulangan can overcome the challenges identified in the report and unlock their full potential. The synergy between government support, financial literacy initiatives, economic diversification, market development, and community empowerment will contribute to the sustainable growth of businesses, improve the quality of life for residents, and facilitate the overall development of Hibulangan as a vibrant rural community.
